In order to reduce the impact of noise pollution, the government has established soundproofing regulations. These standards are documented in the Approved Document-Part E of the Building Regulations "Resistance to the Passage of Sound", which was implemented in 2003.
Essentially, the goal is to enhance the acoustic insulation between and within dwellings, hostels, hotels, and residential homes. This should be done to reach a minimum airborne sound of 43 dB and an impact sound of below 64 dB for new builds and conversions. When separating off a large space into a number of individual dwellings, offices, or other spaces, creating a Regulation E soundproof party walls is a must. Where common parts exist such as a hallway or stairwell there is also a requirement to soundproof existing walls. Here the sounds testing requirement is often not so clear cut as common parts are not tested and existing party walls to existing neighbours are often not tested. However an attempt at improvement is necessary.
